What is Check in at work or CIAW?

Check in at work Belgium is a digital system for registering the presence of construction workers on large construction sites with the Belgian authorities, in particular the National Social Security Office. For all construction works initiated in Belgium amounting to at least € 500,000 (excluding VAT), this registration is an obligation. These works include: demolition, construction, renovation, finishing, decoration, maintenance, repair, and cleaning. Failure to comply with this obligation can lead to serious penalties and CIAW fines that can quickly reach € 6,000 per employee.

Why is attendance registration mandatory?

To ensure that employers register their workforce correctly, the government imposes the obligation of Checkin@work. Depending on the agreements within the organization, the responsibility for registering can either lie with the employer or with the employee himself.

Thus, the government wants to curb social fraud and unfair competition. In addition, the measure is also in line with the law on health and safety at work. Attendance registration is a great help in dangerous situations, since it always lets us know who exactly is present on the site.

However, this whole process is very time-consuming for companies. The time that is lost on registering all employees is time that cannot be invested in the business. When is Check in at work necessary?

For whom is Check in at work mandatory?

  1. EMPLOYER | CONTRACTOR

    As an employer or contractor you must ensure that your employees, subcontractors (and their employees) are registered. You can do the registration yourself, or clearly agree with the employee or subcontractor that they register themselves. If you ask the employee or subcontractor to do the registration themselves, you are responsible for providing a registration tool: CHECKIN@WORK solution from All-Connects, via time clock, vehicle or mobile smartphone app.
  2. EMPLOYEES

    Employees must ensure that their presence on the construction site is properly registered. They may register themselves as agreed with the employer, or consult and review the registration by their employer.
  3. SELF-SELF-SELF EMPLOYEES

    Self-employed workers who work as subcontractors must be registered. The rules that apply to employees also apply to them.
  4. EXECUTIVE OFFICE AS COMPANY ORDER

    For the purposes of Works 30a reporting, the temporary employment agency acts as a subcontractor to the company using the interim workers. The company using the interim worker must declare its presence. The link between the worker himself, the employment agency and the company using the interim worker is established on the basis of the worker's Dimona data.
  5. FOREIGN CONTRACTOR | EMPLOYEE

    As a foreign contractor or employee, you need the LIMOSA document need. You can register your own attendance by scanning the QR codes of Limosa1 documents via the Checkin@Work time clock. You do not need secure access to the portal to do this. Please note that this way you can only register attendance or have it registered, but not consultation or cancellation.

How does the Check in at work system work?

  1. The employee checks in with their unique identification key on the time clock or on the mobile application.
  2. All-Connects takes care of processing this sign-in and asks the NSSO for validation. After a correct checkin & validation, the employee is accepted and can enter the yard.

What personal data are stored?

Checkinatwork is a secure service that collects data from various databases. Attendance records connect the following data already known to Social Security:

  • The identification of a natural person:
  • his national registration number, or
  • Limosa L1 number for an individual who is not subject to Belgian social security.
  • The identification of enterprises or self-employed persons through their enterprise number.
  • the workshop via the workshop number taken from the Statement of Works.
  • The registration date: the day(s) when the person concerned will be present at the workplace.

Flexible check-in on a job site

  1. Via a CIAW time clock at 1 or more entrances to your construction site. After completion of the construction project easily moved to a new yard.
  2. Via a mobile CIAW time clock in a commercial vehicle
  3. Through a mobile CIAW app on one's own smartphone

Need 1 or more CIAW time clocks?

Note: A time clock alone cannot prevent unauthorized entry to your yard. One solution is a turnstile gate with CIAW, which ensures that you cannot enter the site without registering at the time clock or in the event of an error message.
